On the job safety management is a battle against two major factors; natural consequence and comfort and convenience.
 
Natural Consequences That Effect Employee Safety:
Natural consequence simply refers to the things around your organizations working environment; some of these things are obvious and controllable, others are clearly a potential problem, but for one reason or another are not changeable, and still others are impossible to see until they occur. They on average amounts to about 4% of your potential incidents and accidents   
 
Comfort and Convenience: The Why Of Accidents & Incidents:
Comfort and convenience, simply refers to an individual’s developed habits (unsafe behavior) and can represent as much as 96% of your potential incidents and accidents. It centers on the fact that most people value their personal perception of comfort and convenience in just about everything they do. In regard to safety; what to you, may clearly be identified as at risk behavior, to the person doing it, based on their own personal experiences, seems safe, comfortable, and convenient. Changing that at risk behavior requires training, motivation and frequent reinforcement (positive behavior based incentives) or more simply put positive behavior modification.
